Both required control gates are covered: 2/2 exposed vault-admin owners and 6/7 exposed registry-owner signers (threshold 4). Registry owner can approve an implementation; vault admin can perform the constrained upgrade. The current registry Safe VERSION getter returned 1.3.0 despite an old explorer header label. Current threshold/owners were separately read. Both guards zero; one registry Safe module does not block its ordinary owner path. Only the reviewed asset allocation enters ETH at risk; controller observations are later than the 19 October balances. This is quantum-risk exposure, not a demonstrated immediate withdrawal.
